There are two Senators from every State of the United States which represents their particular state. This was established as equal representation in the Senate and proportional representation in the House of Representatives.

The United States Constitution mandates representation and qualification guidelines for member elections, and provides for certain administrative officers, institutional responsibilities, and powers of the Senate.

The Senate of the United States shall be composed of two Senators from each State.  [U.S. Constitution, Article I, section 3, clause 1]
